You need to progress through Everwinter Without Mercy and reach the required portion of Silence Alone Is Disfavored before the introductory Meeting Point quest becomes available.

Variations on Belyi and Chernyi is Odette’s later storyline where you manage her schedule and can pursue different endings.
To unlock Variations on Belyi and Chernyi, you must first raise:
Meeting Point: Korolevskiy Theater to Level 2
So if the Meeting Point itself is already unlocked but Odette’s management storyline is still unavailable, you do not need to repeat One Yet to Take a Bow.
Check your Korolevskiy Theater Meeting Point level instead.
